  Biographical Sketch:
  Prof. Chuck Farrar has 30 years of experience at Los Alamos National Laboratory (LANL). He is currently the director of LANL's Engineering Institute. While at LANL, he earned a Ph.D. in civil engineering from the University of New Mexico in 1988. The first ten years of his LANL career focused on performing experimental and analytical structural dynamics studies for a wide variety of systems including nuclear power plant structures subject to seismic loading, and defense systems subject to environmental loading. Currently, his research interests focus on developing integrated hardware and software solutions to structural health monitoring problems and the development of damage prognosis technology. The results of this research have been documented in over 300 refereed journal articles, book chapters, conference papers, Los Alamos reports, numerous keynote lectures at international conferences, and most recently in a book co-authored with Prof. Keith Worden entitled Structural Health Monitoring A Machine Learning Perspective. In 2000 he founded the Los Alamos Dynamics Summer School. His work has been recognized at LANL through his reception of the inaugural Los Alamos Fellows Prize for Technical Leadership and by the Structural Health Monitoring community through the reception of the inaugural Lifetime Achievement Award in Structural Health Monitoring. He is currently working jointly with engineering faculty at University of California, San Diego to develop the Los Alamos/UCSD Engineering Institute. This initiative is also developing a formal, degree-granting educational program in NDE and structural health monitoring. Additional professional activities include an associated editor position for Earthquake Engineering and Structural Dynamics, and the development of a structural health monitoring short course that has been offered 37 times in association with conferences and to industry and government agencies in Asia, Australia, Europe and the U.S. He is a Fellow of the American Society of Mechanical Engineers, American Society of Civil Engineers, Society for Experimental Mechanics and a Alamos National Laboratory Fellow.

  Biographical Sketch:

  James (Jim) Beck is the George W. Housner Professor of Engineering and Applied Science, Emeritus, at the California Institute of Technology where he has been on the faculty since 1981. He is in two departments in the Division of Engineering and Applied Science: Computing and Mathematical Sciences, and Mechanical and Civil Engineering. The primary focus of his current research is the development of theory and algorithms for stochastic system modeling, uncertainty propagation and updating of dynamic systems based on sensor data. He uses a Bayesian framework in order to treat modeling uncertainty as well as excitation uncertainty. He has a special interest in applications of Bayesian approaches to structural health monitoring. Dr. Beck is a Fellow of the ASCE Engineering Mechanics Institute, and served on their Board of Governors, including as Vice President. He is a former Chair of the ASCE EMD Dynamics Committee and he was the founding Chair of the ASCE Task Group on Structural Health Monitoring, which established a series of benchmarks on this topic. He is a member of the Board of Directors of the International Association of Structural Control and Monitoring. He has served as the Chair of the International Association of Structural Safety and Reliability Committee on System Identification and Structural Control. Dr. Beck has over 360 research publications in journals, conference proceedings, technical reports and book chapters. He is the recipient of several medals and prizes, including the ASCE George W. Housner Structural Control and Monitoring Medal, the Senior Research Prize in Computational Stochastic Mechanics from the International Association of Structural Safety and Reliability, and the Senior Research Prize in Computational Structural Dynamics from the European Association of Structural Dynamics.

  Dr. Yozo FUJINO was Professor of Civil Engineering, University of Tokyo from 1990 to 2014 and now Distinguished Professor of Institute of Advanced Sciences, Yokohama National Univeristy. His area of expertise comprises dynamics, control and monitoring of bridges and structures, earthquake- and wind-effects on structures. He is also interested in cable-supported long span bridges. Professor Fujino has been involved in many international projects including Akashi Kaikyo Bridge and Tatara Bridge Japan and Millennium Bridge (vibration control), UK. Stonecutters Bridge in Hong Kong, Padma Bridge in Bangladesh. He received many awards; recent ones are Medal with Purple Ribbon from the Emperor of Japan(2007), the Raymond C. Reese Research Prize(2007), R.H. Scanlan Medal(2011) and George Winter Medal(2015) (all from ASCE), T.Y. Lin Medal(IABMAS, 2012), Internation Award JSCE(2013), IABSE Award(2014), Hoko Award(2015) and so on. He served Science Adiviser, Minitry of Education, Sicence and Technology(MEXT), Japan from 2002-2004 and Associate Member, Japan Council of Science, 2004-2008. He was recently appointed to be a policy adviser in the Council of Science and Technology, Cabinet Office, Government of Japan and am in charge of a 5-years(2014-2019) large research project (approx. 150 M$US) “Infrastructure maintenance, renovation and management”.

  Biographical Sketch:

  Prof. Spencer worked on the faculty at the University of Notre Dame for 17 years before returning to the University of Illinois at Urbana-Champaign, where he currently holds the Nathan M. and Anne M. Newmark Endowed Chair in Civil Engineering and is the Director of the Newmark Structural Engineering Laboratory. His research has been primarily in the areas of structural health monitoring, structural control, cyberinfrastructure applications, stochastic fatigue, stochastic computational mechanics, and natural hazard mitigation. Dr. Spencer has directed more than $50M in funded research and published more than 700 technical papers/reports, including two books. He was the first to study and design magnetorheological (MR) fluid dampers for protection of structures against earthquakes and strong winds. He led NSF's George E. Brown Network for Earthquake Engineering Simulation (NEES) system integration project, which constituted the USA’s first engineering cyberinfrastructure initiative, as well as was the PI on the NEES MUST-SIM facility at the University of Illinois focusing on hybrid simulation. His most recent research on structural health monitoring systems and smart wireless sensors integrates advanced computing tools with smart sensors, to provide a functional platform with self-interrogation capabilities. Dr. Spencer has received numerous awards, including the ASCE Newmark Medal, the ASCE Housner Structural Control and Monitoring Medal, the ASCE Outstanding Instructor Award, ASCE Norman Medal, the Zhu Kezhen International Lectureship Award, and the ANCRiSST Outstanding Senior Investigator Award. Dr. Spencer is a Fellow of ASCE, a Foreign Member of the Polish Academy of Sciences, the North American Editor in Chief of Smart Structures and Systems, and the past president of the Asia-Pacific Network of Centers for Research in Smart Structures Technology.

  Prof. Jinping Ou obtained academic B.S., M.S. and Ph.D. degrees in Civil Engineering respectively from  Xiangtan University (China) in 1978, Wuhan University of Technology (China) in 1982 and Harbin Institute of Technology (China) in 1987. Then, he joined the faculty of Harbin Institute of Technology, China and was promoted to full professor in civil engineering and engineering mechanics in 1990. In 2003, he was elected as the Member of Chinese Academy of Engineering.  In 2006, he also joined the faculty of Dalian University of Technology as a full professor in civil engineering and engineering mechanics

  His main research interests include: Structural Vibration and Control, Structural Damage Evolution and Health Monitoring, Disaster Prevention and Mitigation of Civil Infrastructure, Offshore Structures and their Safety Management, FRP and Self-sensing FRP Members and Structures . He is the author or co-author of 4 books and more than 300 journal papers.

  Professor Wanming Zhai is an Academician of Chinese Academy of Sciences (CAS), and is the only voting member in CAS in railway engineering. Since 1994, Dr. Zhai has become a full professor and the Director of Train and Track Research Institute at Southwest Jiaotong University (SWJTU), Chengdu, China. In 1999, he was appointed Chang Jiang Chair Professor by Chinese Ministry of Education. Currently, he is a chair Professor of Railway Engineering at SWJTU, and the Chairman of Academic Committee of Southwest Jiaotong University. Professor Zhai is one of the leading scientists in railway engineering in the world. His research activities are mainly in the field of railway system dynamics, focusing on vehicle-track dynamic interaction and train-track-bridge interactions. He established a new theoretical framework of vehicle-track coupled dynamics and invented new methodologies for solving large-scale train-track-bridge interaction problems. He proposed a method to assess the running safety and ride comfort of high-speed trains passing through different types of bridges at the design stage. His models and methods, well-known as Zhai model and Zhai method, have been successfully applied to more than 20 large-scale field engineering projects for the railway network in China, mostly for high-speed railways. Professor Zhai is the Editor-in-Chief of International Journal of Rail Transportation published by Taylor & Francis Group. He also serves as the President of Chengdu Association for Science and Technology, the vice President of the Chinese Society of Theoretical and Applied Mechanics, and the vice President of the Chinese Society for Vibration Engineering.

He is Chairman of the UK Bridge Owners Forum, a member of the Design Panel for High Speed 2, and has acted as an advisor or consultant to a number of organisations including Infrastructure UK, the Highways Agency (now Highways England), Ministry of Transportation, Ontario and the National Transport Commission in Australia. He has received a number of academic awards including the Henry Adams Award of the Institution of Structural Engineers in 1999 & 2014, and the Telford Premium Award (1999) and Telford Gold Medal (2010) from the Institution of Civil Engineers. He is a Fellow of the Institution of Civil Engineers, the Institution of Engineers, Australia and the Transport Research Foundation. He has more than 800 technical publications including over 370 journal papers and 14 edited books and conference proceedings in earthquake engineering, blast and impact engineering and structural condition monitoring. He is one of the most highly cited researchers in civil engineering with H-Index 49 in Google Scholar and 40 in Scopus. He has won more than 20 research, research publication and research supervision awards. He has been invited to give over 50 keynote and many invited presentations in international conferences in many countries. His research results are included in textbooks, adopted in design codes, and used in many construction projects around world. He is the chief editor of International Journal of Protective Structures, and serves in the editorial board of another 10 journals. He was past President of the Australian Earthquake Engineering Society, and has served in many national and international professional committees including expert panel of Australian Research Council.   Dr. Walter Lacarbonara is a Professor of Nonlinear Dynamics at Sapienza University. During his graduate education he was awarded a MS in Structural Engineering (Sapienza University) and a MS in Engineering Mechanics (Virginia Tech, USA), and a PhD in Nonlinear Structural Dynamics. His research interests cover nonlinear structural dynamics; asymptotic techniques; nonlinear control of vibrations; experimental nonlinear dynamics; dynamic stability of structures (suspension/arch bridges, aircraft wings, giagantic magnetically levitated rotating rings); modeling and dynamics of macro and nanocomposites. He is Editor in Chief of Nonlinear Dynamics. He is currently serving as Chair of the ASME Technical Committee on Multibody System and Nonlinear Dynamics. He served as general co-Chair and technical program co-Chair  of the ASME 2015 (Boston, USA) and 2013 (Portland, USA) IDETC Conferences.   Professor Wei-Min Shen is the Director of Polymorphic Robotics Laboratory, the Associate Director of the Center for Robotics and Embedded Systems, and a Research Associate Professor in Computer Science at University of Southern California. He received his Ph.D. under Nobel Laureate Professor Herbert A. Simon from Carnegie Mellon University in 1989. Dr. Shen has more than 30 years of research experience in Artificial Intelligence, Machine Learning, Self-Reconfigurable and Autonomous Robots, and Life Science, and has over 150 publications and seven patents. He is the author of the book on “Autonomous Learning from Environment,” and the leader for the multi-million SuperBot and StarCell projects for developing modular, multifunctional and self-reconfigurable robots/satellites for space, and the inventor for Surprise-Based Learning and Hormone-Inspired Distributed and Decentralized Control. He served as chairs and committee members for various international conferences and workshops in Robotics, Machine Learning, and Data Mining, editorial board members for scientific books and research journals, and scientific advisors and reviewers for EU.   Professor Paul Reynolds is Head of the Engineering Department in the College of Engineering, Mathematics and Physical Sciences. He is also a founding director of the Vibration Engineering Section. His current research interests are in the area of control of vibrations caused by human activities on civil engineering structures, which have been supported by major research and fellowship grants from the UK Engineering and Physical Sciences Research Council. 
  Professor Reynolds is also a regular consultant to industry in vibration serviceability and related areas, including dynamic testing and monitoring of a number of UK sports stadia, examining solutions to the London Millennium Bridge problem and developing the world’s first active vibration control system for a large concert venue in the USA. He is also a Director of Full Scale Dynamics Limited, a University spin-off company that was established in 2008.

  Biographical Sketch:

  Satish Nagarajaiah is a Professor of Civil Engineering and of Mechanical Engineering at Rice University, Houston. His research and teaching focuses on structural dynamic systems, computational structural mechanics, earthquake engineering, adaptive stiffness structural systems, structural control, sparse structural system identification, and noncontact structural strain sensing using nanomaterials. His research is funded by the NSF, NASA, DOE, AFOSR, ONR, Private Agencies and Industries. He has developed advanced computational techniques for nonlinear dynamic analysis of base isolated structures that has resulted in the software 3D-BASIS that is used widely by academics and design professionals for analysis and design of numerous base isolated structures, such as San Francisco International airport, in the United States, and in many countries around the world. He has invented and developed adaptive stiffness structural systems—particularly adaptive passive negative stiffness structural systems and smart/adaptive passive tuned mass dampers. National Science Foundation has recognized his contributions to adaptive stiffness structural systems by awarding the NSF CAREER award in 1998 and ASCE awarded the Moissieff award in 2015 for contributions on adaptive passive negative stiffness structural systems. He has lead the development of widely cited structural system identification algorithms based on sparse time-frequency and wavelets, sparse regularization, statistical learning and low rank methods. Recently he and his coworkers were awarded the 2017 Raymond C. Reese Research Prize for sparse structural identification of stay cables. He is the earliest researcher who invented and developed noncontact structural strain sensing using nanomaterials. He co-invented and developed laser based noncontact structural strain sensing that produces detailed two-dimensional strain map.  Prof. Nagarajaiah has published extensively. He has presented plenary and keynote lectures at numerous international conferences.   Dr. Hyung-Jo Jung is a Professor in the Department of Civil and Environmental Engineering at Korea Advanced Institute of Science and Technology (KAIST) and the Director of the Structural Control and Intelligent Systems Laboratory. He received his B.S. degree in Mechanical Engineering in 1993, and he earned his M.S. and Ph.D. degrees in Civil Engineering in 1995, and 1999, respectively. All his degrees are from KAIST. Over the last two decades, his research interests has been mainly in the areas of structural control and dynamics, natural and man-made hazards mitigation, smart structures and materials, earthquake engineering, and wind engineering. Since early his academic career, he has focused on structural control using MR dampers and become a leading expert in innovation of MR technology by developing self-sensing and self-powering MR actuators for controlling large structures. Beyond MR research, he has worked on several emerging research such as structural health monitoring using smart sensor technologies and energy harvesting from ambient and environmental sources (such as vibrations and winds). More recently, he is at the forefront of investigating bridge inspection technologies using unmanned aerial vehicles and artificial intelligence (e.g., deep learning). Dr. Jung has published more than 360 technical papers and conference proceedings. He has received many awards, including the Excellent Basic Research Award from Korea Ministry of Education, Science and Technology, the ICCES Outstanding Young Investigator Award, the Academic Excellence Award of KAIST. Currently, Dr. Jung is serving as an Editor-in-Chief of Smart Structures and Systems (SSS) and an Associate Editor of Journal of Vibration Control (JVC).

  Prof. You-Lin Xu is currently Dean of the Faculty of Construction and Environment, Chair Professor of Structural Engineering and Yim, Mak, Kwok & Chung Professor in Smart Structures at The Hong Kong Polytechnic University. He received his PhD from the University of Sydney in Australia. Prof. Xu has conducted researches in structural engineering for over three decades, with special interests in wind effects on long-span bridges and tall buildings, structural health monitoring of mega infrastructure, structural vibration control and smart structures. He has published over 260 SCI journal papers, and his name is on the Civil Engineering list of the Most Cited Researchers developed for Shanghai Ranking’s Global Ranking of Academic Subjects 2016 by Elsevier. He received several prestigious awards, including the ASCE Robert H. Scanlan Medal in 2012, the Qian Ling Xi Computational Mechanics Award in 2010 and Croucher Award in 2006. Prof. Xu has written three books, they are: Structural Health Monitoring of Long-Span Suspension Bridges, Wind Effects on Cable-Supported Bridges and Smart Civil Structures published by Spon Press (Taylor & Francis), John Wiley & Sons, and CRC Press (Taylor & Francis) respectively. He has been engaged in many high-impact knowledge-transfer projects, including the health monitoring projects on the Tsing Ma Bridge and the Stonecutters Bridge in Hong Kong, the CCTV Tower in Beijing and the Shanghai Tower in Shanghai. He was the postdoctoral research fellow at the University of Glasgow in 1992-1993 and the visiting senior researcher at the UIUC in 2002-2003. Currently he is director of the Wind Engineering Research Center. Prof. Chen was elected as member of China Academy of Engineering in 2015. 

  His research has been primarily in the areas of wind engineering and structural vibration control. Prof. Chen made important contribution in developing magnetorheological (MR) damping technology and implemented them on the cable-stayed Dongting Lake Bridge for vibration control of stay cables. To circumvent the need of power supply in MR dampers, he developed permanent magnetic MR dampers, which has been applied in many cable-stayed bridges. Since 2006, his main research interest is focused on development of eddy current damping, which generates damping force in a non-contact way. His research outcomes have been applied a number of engineering structures. Particularly his research on the eddy current damping has supplied a general technology for civil and mechanical engineering. He has published over 150 papers in national and international journal. He was the recipients of three State Science and Technology Progress Award of China.

  Biographical Sketch:
  Dr. Huang is the founding Director of Data Analysis Laboratory in the Innovation Center, the First Institute of Oceanography.  Prior to that, he was the K. T. Lee Chair professor at the National Central University in Taiwan and the founding director of the Research Center for Adaptive Data Analysis (2006-2017).  He held a BS degree (1960) in structure engineering from National Taiwan University, and a doctoral degree (1967) in fluid mechanics and mathematics from the Johns Hopkins University.  Most of his career is in NASA, where he had served as Research Scientist and Senior Fellow at NASA Goddard Space Flight Center (1975-2006) and the Chief Scientist for Ocean Sciences NASA (2000 to 2006).  He had also taken time to serve as a Faculty Associate in the Engineering Science Division, the California Institute of Technology (1997 to 2003).  While working in NASA, he had developed a new adaptive Hilbert-Huang Transform (HHT), specifically designed to analyze nonstationary and nonlinear time series. For this invention, he was awarded the 1998 NASA Special Space Act Award with the citation, ‘[Dr. Huang’s new method] is one of the most important discoveries in the field of applied mathematics in NASA history.’  The details of HHT are covered in many patents by NASA; and his initial paper on HHT has been cited more than 17,000 times (Google Scholar).  “For contributions to the analysis of nonlinear stochastic signals and related mathematical applications in engineering, biology, and other sciences (NAE Citation),” he was elected as members of the US National Academy of Engineering, 2000; Academia Sinica, 2004; and a Foreign Member of the Chinese Academy of Engineering, 2006.  Over the last few years, he has engaged in applications of HHT in biomedical areas by establishing a Joint Center for Dynamical Biomarkers and Translational Medicine at NCU jointly with Margret and H. A. Rey Institute for Nonlinear Dynamics in Physiology & Medicine, Division of Interdisciplinary Medicine, Beth Israel Deaconess Medical Center, Harvard Medical School.  Recently, he has developed the Holo-Hilbert Spectral Analysis (HHSA), which give a new view of the data in the spectral and probabilistic representations fully considered nonlinear multiplicative effects of the physical processes; and the degree of nonlinearity, which quantify nonlinearity. The basic idea of biomedical and structural health monitor is identical.  He is actively engaged in research in both areas.
